Proposing requires at least 10,000 ZAGROS staked; the 1,000 ZAGROS deposit is refunded once quorum is reached, otherwise it goes to the Hevsel treasury. The consensus channel needs two thirds of active validators; the economic channel additionally needs a staker majority. There are six proposal types: text (signal), parameter change, software upgrade, shortening founder authority, validator approval and removal (the last two in Phase B).
